County Attorney Knowlton,

Please provide e-copies of all Charlotte County emails/documents denying any private citizen their right to view “critical infrastructure” design plans, as so described by you and Charlotte County Utilities Director Terri Couture in our previous emails, since 9/11/2011. Those previous denials will be for plans equivalent in nature to the Spring Lake pipe plans, and which clearly do not describe any county water treatment plant or facility.

Sources tell us the Charlotte County Attorney’s Office has never invoked “National Security” to deny any such requests on any infrastructure project since 9/11/2001.

Since SOS has documented various county deceptions, half-truths and lies on this project to date, SOS members justifiably say this appears to be an attempt to cover up details of the recent $4,000,000 price hike on the original $10,600,000 construction project. SOS members paying the now $20,000,000+ bill have a right to see what is in those plans. The fact that your office invoked national security at the same time the price hike was revealed did not escape us.

There have been dozens of such county projects undertaken since 9/11. If your office cannot provide examples of previous denials of such requests on national security grounds, then your office would appear to be cooperating with Charlotte County Utilities in denying us our rights to hold the government accountable and petition for redress of grievances.

We have been asking for the plans for months. SOS looks forward to your office promptly providing those past denials, or the plans, as we have legally requested.
