County’s Sewer Fees Seem Inflated

Charlotte County is planning on installing sewer lines in the neighborhoods on the south side of Edgewater Drive in the near future. The numbers I am hearing is that the cost to each homeowner, based on the average quarter acre lot, will be approx $15,000 over a 20-year period, not including the cost of hooking the line to the house itself.
The price comes out to $120 per linear foot going by your property, plus cost of hookup. I did some research on the internet and found a recent survey of 20 cities across the U.S. that compared costs of sewer installations. On average, installing an 18-inch sewer line under an existing paved street averaged $52-$58 a foot, plus an average of $550-$750 charge to connect the line to the house. All together, the costs of sewer lines in 20 other cities in the U.S. would be $7,700 (max), so why will it cost us $15,000 plus the cost of hookup? Can some county official tell me where the math is wrong?
