The following six documents reveal multiple violations of then Punta Gorda Police Department’s Captain Thomas Lewis. Lewis admitted to most of the violations he was charged with, apologized, was suspended for two weeks without pay and placed on one year of probation.
SBG will let the documents speak for themselves, but the question must be asked: How did Captain Thomas Lewis get promoted to Chief of Police after such serious ethical lapses and abuse of the power he was entrusted with? There are so many outstanding officers with no such violations, so why were they passed over?
One such officer is Detective Lieutenant Terry Cochran.
HERE’S WHY CHIEF LEWIS MUST RESIGN
Readers should note the document dated June 16, 2016. Officer Lee Coel admitted to illegal use of the PG police department’s DAVID system while he asked Lieutenant Cochran to also violate policy on the use of database system. This is the same violation then Captain Thomas Lewis admitted to “multiple times”.
Lt. Cochran immediately, and correctly, told Officer Coel to report himself for the violation, which Coel did. Cole’s punishment under Chief Lewis? “Verbal counseling” and “remedial training.”
So Chief Lewis has an officer that he knows (1) resigned from the Miramar Police Department after two excessive force complaints were filed against him. Lewis did not terminate Officer Coel after his (2) questionable performance review. Then, Lewis did not terminate Coel after the now (3) infamous “dog mauling” video went viral nationwide and now SBG reveals that Chief Lewis was aware Coel not only (4) violated the DAVID system but also that Coel (5) asked another officer to violate the DAVID rules. Cole also (6) admitted to driving without a license, for which Chief Lewis did not even charge Coel.
If Chief Lewis had truly learned from his own mistakes, he would have terminated Coel after the dog mauling, let alone the DAVID system violation. It is shocking and painful to say, but had Chief Lewis done so, Coel (7) would not have been at the academy and Mary Knowlton would be alive today.
Chief Lewis is a danger to the citizens of Punta Gorda and Charlotte County. Chief Lewis has tarnished the reputation and integrity of all the honest police officers under his authority. Lewis cannot be trusted to exercise sound judgement towards his officers and the public he serves. For that, he must resign.
